Kevin K. Walsh, Ph.D. has more than 40 years experience in applied service administration and policy research, in both institutional and community settings, for persons with intellectual and other developmental disabilities (IDD). Currently he is the Director of Quality Management and Research for Developmental Disabilities Health Alliance (DDHA), a New Jersey specialized health care provider. He is also the president of Developmental Disabilities Health Partners Corp., which is a non-profit company providing in-home supports to children with IDD. Dr. Walsh did his undergraduate work in psychology at Mount Saint Mary’s University in Maryland (1972) and completed his Masters (1978) and Doctoral degrees (1982) at the University of Akron in Life-Span Developmental Psychology. He has spent his entire career in the field of IDD.
He served as a member of the National Board of Directors of the American Association on Intellectual and Developmental Disabilities (AAIDD) in the mid-1990s and was a regional officer between 1985 and 1995, serving as Mid-Atlantic Regional President in 1992-93 and chair of the regional Psychology Division from 1994-97. In addition, he has consulted with state offices or private providers in 10 states on quality of care and other IDD service issues (AR, CT, FL, MA, ME, NJ, MD, OH, PA and WA). He has served as an expert witness in IDD litigation in federal courts in Massachusetts, Connecticut, Pennsylvania and Arkansas. In 2003 he conducted and published a national cost comparison review study of residential services, and routinely consults in states that are re-aligning their institutional and community-based services.
Dr. Walsh conducts research and writes on public policy, health care, and clinical issues in IDD, having published 51 peer reviewed articles and book chapters. He served for nearly 20 years as one of 14 Associate Editors of the journal Intellectual and Developmental Disabilities published by AAIDD, and he has authored numerous program implementation and staff training manuals in the IDD field. For the past decade Dr. Walsh has focused his research and development interests in several areas including: implementation of the American’s with Disabilities Act, the Olmstead Decision, and the Affordable Care Act and how these policy efforts affect IDD services, health care, service outcomes, and quality of care for people with IDD. In 2003 he conducted and published a national cost comparison review study of residential services, and routinely consults in states that are re-aligning their institutional and community-based services. More recently he has managed the data for a federal demonstration grant on the DD Health Home; along with Dr. Ted Kastner he has published the model as a community-based health home providing integrated primary care and mental health care for individuals with IDD
Dr. Walsh has worked on numerous committees and task forces in New Jersey with regard to services for individuals with IDD and/or mental health issues, including the NJ/DDD Task Force on Aging and Developmental Disabilities; the Long-Term Care Exploration Work Group; the Restraints Work Group, and the Research and Data Committee of the Waiting List Planning Group. He was also a member of the Medicaid Working Group in New Jersey, a joint interdisciplinary task force that planned the inclusion of people with disabilities in Medicaid managed care. He has served on a sub-committee of the NJ Department of Human Services Dual Diagnosis Task Force and is currently Chair of the Quality Committee of the Arc of New Jersey. He is also currently a member of the Behavior Supports Review Committee and the Interdisciplinary Research Committees of the NJ Division of Developmental Disabilities and serves on the Children’s Transition Advisory Group of the New Jersey Department of Children and Families.
At present Dr. Walsh is the longest-serving member of the Executive Committee of the Board of the Arc of New Jersey having begun his service in 1993. He is also a former President and now Treasurer of the Board of Directors of the Arc of Cumberland County in New Jersey. He is also a member of several professional organizations for services in IDD and is president of Kevin Walsh Consulting, LLC, a staff training company that works statewide in New Jersey training provider staff members to manage behavioral crises of individuals with IDD.
